Background to local government projects (BEFORE snapshots)

In 2008 we began reviewng kWh usage (grid-based electricity generated from Mountain Top Removal coal). Taxpayers perspective included concerns about lower revenues for public schools from declining property taxes leading to reductions in school related services and subsequent negative impacts on education, students, teachers and parents. Note: kWh energy costs were divided 20% government - 80% public schools.

1) 5 story government office complex with School Administration, Procurement, IT Development, Server room (backup power generation and special colling needs), Social Services (public access), Human Resources, Budgets / Financial Planning, etc. Building purchased from State Agency in '90s. Built in '80s. Thermostats controlled by occupants - no central (computer controlled) Energy Management System. Multiple energy owners / floor / dept. - FY09 energy cost (July - June)
